Message	unless someone measures it... but i think it has more to do with the pads than anything. The steel wire used for the e-brake isn't really meant to stretch too much... some stretch yes, but nothing that will cause the e-brake handle to point skywards... you might also want to check the diameter of the drum part of the disk where the pads make contact...
